BUILDING
PERMIT
INSTRUCTIONS
General :
Additional permits may be required in addition to the
building permit.
The building permit must be kept on the premises during
the progress of the work.
The applicant
shall notify the Code Enforcement Officer of any changes in the information
contained in the application for the period which this permit is in effect.
UPON
ISSUANCE OF A ZONING/BUILDING PERMIT, WORK IS TO BEGIN WITHIN SIX (6) MONTHS
AND COMPLETED WITHIN TWELVE (12) MONTHS FROM THE TIME
WORK BEGAN.
Where permits are required : A permit is required before commencing construction or other
improvements, removal or demolition of
any building or structure, except as noted below. A permit is also required before the installation of heating
equipment.
Permits are not
required for necessary repairs which do not involve material alteration of
structural features, plumbing, electrical, or heating/ventilation systems, or
replacing roofing or siding material.
An exemption from
the requirements for a permit is not an exemption from requirements of the
Uniform Code.
Inspections are
required of all phases of work done to include : site preparation, foundations,
foundation walls, rough framing, electrical, plumbing, energy code and fire
safety requirements. These requirements
for inspection are required whether or not a permit is required for the
project.

2.
Workmans Compensation and Disability
Benefits are necessary if wages are to be paid to anyone working on the
project. If you are claiming an exemption you MUST provide a copy of the form
provided by the Workers’ Compensation Board for exemptions.
4. The tax or property identification
number can be obtained from your local assessor, consulting the appropriate tax
map or through your county real property tax office. A Certificate of
Occupancy will not be issued
without this number.
6.
Project cost includes the material and
labor costs associated with direct project work. Not included are lawyer, architect, engineering or other fees and
land acquisition costs. If the project
involves the installation of a mobile home or factory manufactured home, the
project cost does not include the purchase price of the unit. Project costs include any direct costs for
wells, septic systems, electrical hookups, foundation systems, or any work done
on the site.
12. A check or money order in the amount
required, made payable to the appropriate municipality (Village or Town) must
accompany the application.
15. The issuing officer or Town/Village
Clerk may be able to determine if the project is in a flood plain or designated
wetland. If the issuing officer or
Town/Village Clerk is unable to furnish this information, the local office of
the NYS Department of Conservation may be able to provide assistance.
A. TWO (2) sets of plans and
specifications describing the proposed work are to be submitted with the
application. All plans and
specifications shall be in accordance with the State Education Law, Sections
7307 and 7209. This Law requires that
the seal and signature of a NYS licensed and registered architect or
professional engineer be affixed to all plans submitted, except residential
buildings under 1500 square feet of living area or building alterations costing
under $20,000.00. Plans should include
: site work and landscaping, elevations, sections, dimensions and schedules.
Undertaking activity which requires a building permit prior to
obtaining a permit is PROHIBITED.
ADDITIONAL
DOCUMENTS REQUIRED
1. A sketch or plot plan of
the existing lot, including; lot dimensions, existing buildings with dimensions
from lot boundaries and other buildings, proposed building or structure with
dimensions and outstanding topographical features.
2. A permit from the
Livingston County Department of Health to operate a sewage disposal system or
availability of a municipal sewage disposal system.
3. Proof of potable (drinkable)
water from a recognized testing facility or availability of a municipal
water distribution system.
4. Such other drawings and
plans as the Zoning Enforcement Officer, Code Enforcement Officer, the Board of
Appeals and the Planning Board may require to properly take action on the
application.
A Building
Permit application cannot be processed until ALL required information
and Documents have been submitted.
No building shall be occupied or used in whole or in part for any purpose
until a Certificate of Occupancy shall have been granted by the Zoning Officer
and/or Code Enforcement Officer, except for certain uses as provided in the
Zoning Ordinance and New York State Building Code where a Certificate of
Occupancy shall not be required.
